According to this basis, education fits the teachers' physical, mental, social characteristics. In this way, as education becomes qualitive and learning becomes deep, theoretical content of courses will become spiritual and educational, which not only trains the teachers mind, but it also changes his or her views to the universe. Therefore, Cultural-Educational Strategy Scheme for Teaching Courses according toIslam and its enriched culture, promotes the teachers educational roles and creates a relation between science and religion, education and worldview. As a result teachers get to know the courses content according to their religion's culture and in monotheistic worldview. For this purpose, by organizing educational messages in the content of courses and making them effective with the help of teachers, and appropriate context and background will be provide to teach and educate according to Iranian-Islamic pure culture. Quran introduces the prophet as the symbol of humans' insight and attitudes (ahzab33،21،) and believes monotheistic training an effective way to recognize right and wrong and believes it to have deep understanding and insight (anfal،298) it also introduces prophets two main aims as purification and teaching (AllOmran163،3) and these two aims are combined for a more important goal (anaam10،162) that all things are for monotheistic worldview through spiritual education.         The purpose of this study was to identify and rank the dimensions and components of educational stakeholders' role on implementation of knowledge management in Mazandaran Education System. The research was applied and descriptive. According to Cochran formula, 336 participants were randomly selected as a sample from 2653 heads of education offices, their assistants, experts and schools' managers in Mazandaran. The measurement tools are the researcher-made questionnaire of educational stakeholders. The content validity of the questionnaire was confirmed by the experts. Cronbach' calculated alpha for the questionnaire was 0.91 and the reliability of the questionnaire was confirmed. The research findings showed that there are nineteen components in three dimensions (individual, organizational and procedural) for educational stakeholders on implementation of knowledge management. Moreover, there is a positive correlation and relation between the role of educational stakeholders and three dimensions. Also, individual dimension is the most effective and procedural dimension is the least effective one among all three dimensions. Finally, suitability indicators showed the accepted model with data and the whole model was confirmed. The results showed that the authorities of education system can use this model to implement knowledge management through vast and effective cooperation of educational stakeholders and increase the educational quality and organizational productivity.         The purpose of study is to provide a model for the participation of the nongovernmental sector in higher education financing. By examining theoretical foundations and researches, a number of indicators and factors influencing the ways of financing higher education were identified and then during a semi-structured interview with 12 faculty members who had experience in financing ways, A total of 50 indicators were identified and then, by the content validity of the indicators adjusted and finally were approved by the experts for 11 factors influencing and based on the obtained indicators, a questionnaire with 41 items was formulated. The questionnaire distributed and collected in a field study among 392 faculty members of the Humanities University of Tehran province, which were selected by available sampling method. The results showed that in state universities, the government had the largest share and the creation of a higher education bank had the lowest share in funding. While in private universities, students (tuition) have had the largest share of contributions and loans or loans from international institutions having had the smallest share in funding.         In the composition of "Islamic knowledge" it is discussed what facts and news propositions can be deduced from Islamic sources so that they can be attributed to the Islamic religion according to scientific criteria and proper research methods and the documents are permitted and to be considered legitimate and correct. Here, it refers to the ontological knowledge that can be extracted from the sources of Qur'an and Sunnah. Hence, to the difference between Islamic knowledge based on the ontological statements of Islam, and Islamic knowledge in the absolute sense of theology (the statements contained in the Islamic religion, both related to existence and what relates to its laws and Shari'ah and its legal rules), has been paid attention. So the realm of discussion has a limitation in one aspect and a development in another. Relatively limited to Islamic ontological knowledge, the domain of debate is limited and expanded to include all branches of Islamic knowledge related to being. In this article, the term "Islamic knowledge" is the science that first derives from the religion of Islam, the Qur'an and the Sunnah and can be attributed to this religion. Secondly, it is related to the ontological propositions and the realities of the universe in general and extensively. Therefore, the descriptive and recommendation statements of the Qur'an and Sunnah are directly outside the scope of this article.         According to the objectives, this research is an applied-developmental research. From a data gathering perspective, it is integrated. Interaction analysis method was used to collect, analyze and combine quantitative and qualitative data. The analytical research method was identified by analyzing the research literature related to the global trends of technical education development. From the point of view of educational experts, a group of 30 experts and experts in formal technical and vocational education, with a forward-looking and strategic perspective, with judicious and purposeful sampling, the most important global trends in technical and professional education development. Summarized and summarized the opinions, 22 trends were finalized. Then, the interaction effects, the effectiveness and impact of these trends were estimated.         The main objective of this research is to investigate the relationship between knowledge management and organizational culture with the mediating role of empowerment staff in Andimeshk city. This research is a descriptive-correlational one in terms of the purpose of applied research and in terms of information gathering, field survey. The statistical population of this study is all managers and deputies of girls and boys in elementary, first, middle and upper secondary schools The second is in Andimeshk city in the academic year 1398-1399, whose number is 196 people. Accordingly, from among the statistical community, 130 school administrators and assistants were selected through stratified sampling method, using a logarithmic chart. Of these, 110 completed questionnaires were completed and finally analyzed. Three standardized questionnaires were prepared to collect data. Validity of the questionnaires was verified as a standard according to the supervisor's opinion. Also, the reliability of the questionnaire was calculated using the Kronbach's alpha method. Knowledge management questionnaire was used with Kronbach's alpha coefficient of 0.74, standardized Robbins organizational culture questionnaire with coefficient of 0.88 and Spreader empowerment questionnaire with a coefficient of 0.78 It turned out. The results of the single-sample Kolmogorov-Smirnov test were used to examine the normality of the scores of the main variables of the research (path analysis) to determine the direct causality of the variables, as well as the Pearson correlation coefficient and multivariate regression that were analyzed using AMOS18 and SPSS23 software. Finally, the results showed that there is a direct and significant relationship between knowledge management components and organizational culture and knowledge management with organizational empowerment and organizational culture.         The aim of this study is to provide a comprehensive literature on improving the competitive advantage of businesses through higher education to provide a comprehensive framework of the role of higher education in promoting the competitive advantage of businesses. This research is applied in terms of purpose and is done by qualitative method beyond research synthesis. The statistical population is all studies conducted in the period 1991-2018. n the field of the subject, 150 studies were evaluated and finally 28 articles were selected purposefully. And the systematic composition was selected and analyzed and its validity was confirmed by testing structural equations. The results showed that the most important key components of learning society are political environment, economic environment, legal environment, knowledge production, human capital, research, information technology , social capital, contract implementation, tax system, institutional regime. , Attracting knowledge, good governance, total productivity of inputs, product quality, and innovation are in three categories: contextual, intermediate and independent factors. Finally, after 6 stages of research, the model of promoting the competitive advantage of businesses was presented through higher education.         Objective: In Iran policymaking in higher education has been done by using a bureaucratic approach regardless of market and real demand for the disciplines, in recent years. Ignorance of the students’ priorities and their attitudes in choosing field of study has led to the unbalanced development of the higher education system and inability to respond to the needs of society. The aim of this study is to identify, evaluate and model effective factors in the utility of disciplines based on students’ attitudes. Methods: In this exploratory study, the private utility factors of disciplines from the students' points of view, in Tehran universities, were identified, categorized and analyzed simultaneously using Partial Least Squares Structural Equation Modeling technique (PLS-SEM) and Smart PLS 3.2.9 software. Results: The initial model of private utility of disciplines in this study had 5 constructs and 29 indicators, while the final model includes 3 constructs and 13 indicators. Finally, in addition to multi-group analysis for some nominal variables, the model and Private Utility Function for disciplines were presented. Private Utility Function can be used to measure and compare disciplines utility scores. Conclusion: This study contributes to the need for demand analysis of disciplines in policymaking in higher education. The final model showed that the private utility of disciplines depends on 3 constructs: field-characteristics, university-characteristics and job-characteristics. The students declared that only 13 of 29 indicators, were asked for, are important in choosing a field of study and the cost is not an effective variable. Based on the results, it is suggested that higher education policymakers focus on the constructs and indicators in order to lead students to prioritized area in development programs of country and manage the demand for other disciplines. Since, the cost was not an important variable in final model, financing policies for disciplines could be revised to optimize the government budget allocation. Manuscript profile

        Abstract: Aim: The present study was the effect of professional ethics model of higher education managers on their performance. This research was applied in terms of purpose and descriptive (survey) in terms of data collection. Methods: The statistical population studied in this study included specialists, academic and organizational experts including officials of the central organization, heads and deputies of departments, heads of faculties and group managers and experts and directors of higher education of the Islamic Azad University of Tehran. Based on morgan table and simple random sampling method, 300 of them were selected as the sample size. To collect data, the professional ethics questionnaire of higher education managers and the performance questionnaire were used. Results: The path coefficients, which are interpreted as “standardized regression beta coefficients”, were used to test the research and to determine the effect of the two variables, and the t-value was used to evaluate the significance of the effect. The value of coefficient of significance (t-statistic) for the two research variables is more than 1.96 and the calculated t-test is larger than the critical t-test at the level of error of 1%. Therefore, the professional ethics of managers is effective on their organizational efficiency and its effect is 0.913 and its direction is positive. Conclusion: The results showed that the professional ethics model of higher education managers has a positive and significant effect on improving their efficiency. Therefore, improving the efficiency of employees depends on having a knowledgeable, competent and artistic manager with professional ethics. An efficient and effective manager will be able to improve the level of efficiency of employees by removing obstacles and creating the necessary conditions. Manuscript profile

        The main purpose of this research was to investigate the effect of internal financial resource allocation mechanisms on the educational and research performance of departments. Present study could be classified as a theoretical-applied research in terms of objectives and descriptive-analytic as well as correlational in terms of methodology. Shahid Chamran University was selected as the statistical population and all the required data concerning faculties and departments was collected. In order to collect the required data in the time domain of 2010-2013, documents and records held by different units of the university were scrutinized and reviewed. For data analysis, descriptive statistics tables including average growth rates, means, standard deviations and correlation coefficients were developed while to determine the relationships between variables and fit regression models of interest, inferential statistics and multilevel modelling methods were used. The results show that: (1) values do not have the same structure and homogeneity and there is a dissonance between time units and departments. The calculated statistics for research performance (ρ=0.68) and academic performance (ρ=0.52) indicates the necessity of using multilevel modeling. 2) Managerial and educational performance of the departments per faculty member during the study period has encountered some fluctuations and the general trend of these indices has been increasing 3) each department has experienced an individual trend. 4) The mechanisms of financial resource allocation significantly affect educational and research performances of the departments.
